When a qualification document cannot be obtained

Universities close, records are damaged, names change and conflict can make contact unsafe. A missing document is not solved by silence or by substituting an unrelated certificate. It calls for a factual account and an early question to the competent authority.

Show what you tried

Keep emails to the institution, postal receipts, archive replies and notices confirming closure or destruction. Add a short chronology with dates and contact routes. This demonstrates that the gap is real and helps an official decide whether another form of evidence can be considered.

Separate unavailable from inconvenient

An expensive courier fee or slow registrar is frustrating, but it does not necessarily mean a record is unobtainable. Authorities may expect further attempts where the institution still operates. Explain practical barriers precisely and avoid claiming impossibility before you can support it.

Identify possible secondary evidence

Depending on the profession and legal route, useful material might include course catalogues from the relevant year, examination records, professional licences, employer statements describing skilled duties or records held by a ministry. Never present secondary evidence as an original transcript; label its source and purpose.

Some procedures provide a skills analysis or other route where documentary evidence is genuinely unavailable. Availability, cost and suitability vary. Ask the authority whether such a procedure exists for your reference occupation rather than assuming a general right to it.

Raise the gap before the deadline

If an authority has written to you, respond within the stated period even when the missing item will take longer. Ask for an extension where appropriate, explain the steps underway and request confirmation of acceptable alternatives. A short, documented response is stronger than waiting until every uncertainty has disappeared.
